White Paper — Limiting the Presidential Term: Challenges and Prospects

The White Paper — “Limits on the Presidential Term of Office: Challenges and Prospects” — is the second output of the “Senegal: One Power, Two Terms” project, published on 4 June 2024 following the release of the documentary film of the same name. This academic study examines in depth the arguments for and against term limits, highlights their democratic, legal and social implications, and sets out concrete recommendations to consolidate democratic gains in Senegal and across Africa.

CONTEXT

In Africa, the pursuit of a third presidential term is a source of conflict, and the people have often borne the brunt of it. In Senegal, failure to respect the Constitution and term limits has led to a decline in democracy over the past decade, characterised by socio-political instability and an erosion of fundamental rights.

APPROACH

The White Paper draws on a rigorous scientific approach to examine the issues surrounding presidential term limits. It emphasises the importance of a genuine commitment on the part of political actors and a strong democratic culture, whilst seeking to raise awareness amongst citizens and political actors and to promote a constructive debate on best practices in transparent and accountable governance.
